Found some information. Look to see if Bug splat is installed in your system.This is old information but may help. There is a Megathread on Reddit.

BugSplat (www.bugsplatsoftware.com) is a 3rd party software application that is integrated in SketchUp to help improve the quality of the product. BugSplat helps us troubleshoot unrecoverable SketchUp errors or crashes. BugSplat provides a mechanism for SketchUp to send information about all crashes to us for troubleshooting. How Does it Work?
There is an online crash analysis service called bugsplat... Maybe you installed it without noticing.
This is from another site that I di not want to put the link to because when I opened it there was a popup for unsafe content. Check the Reddit post to see if they have an answer there. About the 5th or 6th post down mentions bug splat.
Check if it is listed under Add/Remove programs.
Maybe you can uninstall it normally. If that fails, ask at the above link. Stay polite - they might be a victim like you! If it IS their software, they will have no problem telling you how to get rid of it.
If it is not theirs, there is a lot of work involved;
Next time it pops up, ONLY right-click empty space on the taskbar and select Task Manager - Check if it is listed and write down what process it is. right-click it and select End Process.
Make a restore point!
Now if you want to remove it completely, search for files and folders with 'BugSplat' in them, including hidden files and folders and system folders. Do the same for the process name you found with Task Manager. - delete the ones you find.
Run Regedit and do the same.
Reboot the system.
Never install ANY online 'service' that promises to speed-up/enhance your system. 99.99% WILL get you into trouble. This includes 'enhencements' to your browser you did not intentionally seek out yourself. Ask.com TOOLBAR/searchbar is a notorious one that gets packaged with an increasing number of freeware. A huge PITA that screws up your URLbar functionality and does not want to uninstall 99% of the time. CRAPWARE. all of them.
